Engine-owned dev bindings

Local dev bindings are now generated by the engine (wrangler.dev.generated.json), removing the hand-owned dev toml.

Local dev bindings move to an engine-generated wrangler.dev.generated.json (topology owned by the engine, values owned by the site)
A codemod migrates sites off the hand-owned wrangler.dev.toml
